Candidate Profiles

Askham Ward – Cllr Joan Lowis  

Joan has lived in the Pooley Bridge area for over 35 years and is married with a grown up family who live in the area. She is a partner in the family farming and tourism businesses. Joan has been the Councillor for Askham since February 2005.

Since joining the Council, Joan has been a member of the Environment and Community and Economy Committees and has taken an active part in committee work. She is particularly concerned about the decline of services in Eden’s villages and the increasing administrative burden on small businesses. Dacre Ward -Cllr Brian Huddleston

Brian has lived in the ward, around Newbiggin for most of his life. He is a self employed IT tutor and systems adviser. He recently started his own business and specialises in working with individuals and with small businesses.

Brian is passionate about the wellbeing of Eden’s rural villages. He has particular concerns about the need for housing for young people believing that more could be done to convert existing redundant buildings to houses.

Brian was elected in May 2003. He joined the Conservative group in September 2006.

Morland Ward - Derek Jackson



Derek’s links with Cumbria extend over thirty years. He lives at Morland. He is a retired senior manager and chief executive and has worked in the private, public and voluntary sectors.

Derek has a keen interest in economic development, education and training. As a director and former chairman of the Penrith Partnership he secured development funding for Penrith’s development strategy. Key to his successful bid was ensuring the interests of rural villages were not forgotten and included in the Penrith Master Plan’

Penrith Carleton Ward - John Reid

John was born in Cumbria.  He is married and has lived in Eamont Bridge for over 25 years. John returned to Penrith to take up a post as Further Education Tutor before becoming a lecturer in Internet and Multimedia Technologies.

John is now a self employed IT consultant in Internet technologies, with visual, graphic and digital arts being a major interest.  He also works with local groups on projects concerning the local community, geography and history.

Penrith North Ward – Cllr Gordon Nicolson

Gordon is a retired management consultant and former senior civil servant. He is married and lives at Lazonby. He has a grown up son and a daughter and grandchildren who live in the Penrith area.

Gordon was elected to Eden Council in May 2003. He is currently Vice Chairman of the Scrutiny Committee and a member of the Planning Applications and Licencing Committees and is a past member of the Establishments and Community and Economy Committees.

Shap Ward - Tom Lowther

Tom was born and raised in Westmorland. He is married with two children and farms at Askham. He previously farmed at Rosgill and has also been a Fleet St journalist.

This Tom’s first attempt at election to Eden council.

Tom takes a particular interest in the history of the area and is concerned to see the quality of rural life maintained. He strongly believes in the right of people to live and work in the countryside and he deplores the growing bureaucracy that affects local farmers and small business people. Crosby Ravensworth Ward – Cllr Joan Raine

Joan has lived in Crosby Ravensworth all her life. She is very active in the community raising funds for local charities. She has special interests in supporting activities for the elderly and for young people and promoting community activities in village halls.

Kirkby Stephen Ward - Glenys Lumley

 Glenys has lived at Nateby for over 30 years and is married with three daughters and five grandchildren. She is a primary school teacher. Glenys is very active in the community, raising funds for local charities and working for the church and Nateby Parish Meeting. She has special interests in supporting activities for young people and in the performing arts.

Orton with Tebay Ward - Peter Knowles

Peter is a retired school teacher. He taught biology, physical education and outdoor pursuits for many years. He is married and has lived in Orton for over ten years. He has a grown up family.

Peter is a keen sportsman and has been actively involved with young people in rugby, athletics, swimming, basketball and rifle shooting at a high level.

John was born and bred in Penrith. He lives in the ward in Castletown. He has worked and raised his family in the area. He is passionate about Penrith and is keen to see the town thrive and prosper.
